The Program: Korea-U.S. Relations
This panel will explore Korea – U.S. relations within the context of the strategic importance of Korea within its region and to the U.S., its trade relationship with the U.S. and its neighbors. We will also discuss what Korea sees as economic growth opportunities. Finally, we will talk about the impact of U.S.-China competition and North Korea’s nuclear program and its participation in the Ukraine war upon Korea’s vision of the future and its relationship to the U.S.

Tom Ramage is an Economic Policy Analyst at the Korea Economic Institute of America where he provides research and analysis relating to U.S.-Korea trade issues. As part of his responsibilities, he writes KEI’s quarterly economic policy newsletter and assists in managing KEI’s conferences and events. He concurrently serves as a Nonresident James A. Kelly Korean Studies Fellow with the Pacific Forum in Honolulu.
Prior to joining KEI, Tom was employed as an Analyst at Thomson Reuters Special Services and as a Policy Research Fellow at the Edwin O. Reischauer Center for East Asian Studies at Johns Hopkins University. Tom earned an MA degree focusing on International Economics and China Studies from the Johns Hopkins University School of Advanced International Studies (SAIS). He also received a BA from Hobart College where he spent his junior year at Yonsei University in Seoul. From 2016 to 2018, Tom was a Peace Corps Volunteer in China based in Sichuan province.
Kim Haejung is 1st Secretary in the public diplomacy section at the Embassy of the Republic of Korea in Washington DC since February 2023. She is currently responsible for managing public messaging for the Embassy and engaging with think tanks and academia.
Ms. Kim joined the Ministry of the Foreign Affairs in 2013. Previously, she worked in the North American Affairs Division II, which covers U.S. Congressional and think-tanks affairs. Washington DC is her first overseas posting. Ms. Kim earned her Bachelor’s degree from Seoul National University and her Master’s degree from Johns Hopkins School of Advanced International Studies.
Ki Suh Jung is Military Advisor for Japanese, Korean and Mongolian Affairs, U.S. State Department. He was born in Seoul, Republic of Korea (ROK) and grew up in Ridgewood, New Jersey. He has a Bachelor of Arts in Economics and Government from Dartmouth College and a Master of International Public Policy from the Johns Hopkins School of Advanced International Studies. He was commissioned into the United States Navy through Officer Candidate School and designated as a surface warfare officer in April 2013. He redesignated as a foreign area officer in August 2018.
As a surface warfare officer, Ki Suh’s assignments at sea include auxiliaries officer and gunnery officer onboard USS MUSTIN (DDG 89) and training officer onboard USS BARRY (DDG 52), both of which were forward-deployed to Yokosuka, Japan. Ashore, he served as an experimentation officer at the Naval Surface and Mine Warfighting Development Center’s Integrated Air and Missile Defense Division in Dahlgren, Virginia. Following his redesignation as a foreign area officer, Ki Suh served as an alliance strategy and policy officer at the ROK-U.S. Combined Forces Command in Seoul, ROK; strategy and policy officer at U.S. Naval Forces Korea in Busan, ROK; and legislative fellow in Washington, DC. Ki Suh assumed his current duties as a military advisor at the U.S. Department of State in January 2025.
